Precautions for chemical import customs declaration

1. Regarding the issue of differential treatment in filing classification.

For chemical hazardous materials used in indoor decoration, different components, models, and brands must be recorded separately; For non indoor decoration materials (such as automotive paint), chemical hazardous materials of the same brand, category, and component can be combined for filing (after being approved by the filing agency, they can be combined for filing). When applying, indicate the range of imported chemical hazardous materials covered by non indoor decoration materials and such codes.

If filed by an imported chemical hazardous material manufacturer, it can be provided to the purchaser for use, but the original copy (keep a copy for record) must be used, or the copy must be confirmed by the filing agency and stamped with the official seal of the filing agency.

2. Filing acceptance:

(1) After receiving the filing application, the Inspection and Quarantine Bureau shall review the qualifications of the filing applicant, the filing application form, and the provided materials within 5 working days, and issue a Notice of Acceptance of Import Chemical Dangerous Goods Filing Application. Those who meet the prescribed requirements shall accept filing applications; For those who do not meet the prescribed requirements, they may reapply after supplementing and rectifying relevant materials in accordance with the requirements of the Notice of Acceptance of Import Chemical Dangerous Goods Filing Application.

(2) After the filing applicant accepts the filing application at the Shanghai Inspection and Quarantine Bureau, they should entrust the Chemical and Mineral Laboratory of the Industrial Product Testing Technology Center of the Shanghai Inspection and Quarantine Bureau (hereinafter referred to as the Chemical and Mineral Laboratory of the Industrial Product Center) with representative samples that are consistent with the content of the application for special testing. The number of samples should meet the requirements of laboratory special testing and retention. The sample size for special testing of chemical hazardous materials is 2 pieces/1 liter per piece.

3. Special testing: within 15 working days

4. Filing and registration: 3 working days

The Import Chemical Dangerous Goods Registration Form shall come into effect from the date of issuance and be valid for two years. During the validity period, when significant events occur that may affect the performance of chemical hazardous materials, imported chemical hazardous materials should be reapplied for filing.

If one of the following situations occurs, the filing agency shall revoke the Import Chemical Dangerous Goods Filing Form and suspend its filing application qualification within six months:

Alteration or forgery of the Import Chemical Dangerous Goods Registration Form;

After being inspected by inspection and quarantine institutions, it has been found twice that the inspected goods are seriously inconsistent with the registered goods;

After random inspection by inspection and quarantine institutions, it has been found that it has failed three times in total.

5. Import inspection:

(1) When applying for inspection of imported chemical hazardous materials, they shall be handled in accordance with the Regulations on Entry Exit Inspection and Quarantine. Chemical hazardous materials that have been registered should also be accompanied by

(2) After receiving the inspection application at the port of entry or the branch office in the jurisdiction, the imported chemical hazardous materials that have been filed shall be inspected in accordance with the following regulations:

Verify the conformity of goods with the Import Chemical Dangerous Goods Registration Form in batches.

Implement spot checks and testing on imported chemical hazardous materials that have already been filed.

(3) For imported chemical hazardous materials that have not been filed, the branch office that accepts inspection shall conduct batch by batch sampling in accordance with GB 3186-82 (89), and send them to the Industrial Products Center Chemical Mining Laboratory for testing. The branch office that accepts inspection shall conduct compliance verification based on the special inspection report.
